This one is interesting because this one doesn't fit the usual pattern of the "lone nut," there are three people mentioned here. But what is interesting is that these people were taken to Vacaville, a special medical facility - rather than any of the regular prisons nearby - and "as the crow flies," or underground, adjacent to an air force base (which is an theme in this research and other researchers from outside of the area (such as Jay Dyer) are wise in having taken note of this location.

Walnut /creek resident victimizes Oakland student (Arnold Industrial Freeway next to CNWS is mentioned, now known as State Route 4, or Highway 4 is where he was picked up hitchhiking). This guys middle name, Delano is interesting. Professor Thomas Henry Horan has expressed in his research that he thinks the Delano family is even more powerful (or at least more of interest) than the Roosevelt family, as in FDR. Also of interest, the police bring the victim to the home of the suspect.
May, 1977, "East Area Rapist," Sacramento (reported in a Southern California newspaper, Van Nuys)
Headline says, "East Bay Rapist," even though crime took place in Sacramento's "East Area." The terms East Bay and East Area are being used interchangeably (in multiple articles) during this time period even though Sacramento is two hours away from the East Bay.

"Accused of being the East Bay multiple rapist." Defense attorney says the case against his client is, "a police conspiracy to hang these charges on him."
Elusive East Bay Rapist is still at large 5 years later, August 15, 1983, The Fresno Bee
(paper outside of Bay Area - 3 hours from Sacramento, 3 hours from the East Bay. Headline says, "East Bay Rapist," article talks about Sacramento's "East Area Rapist" and how he moved his crime spree down 2 hours away from Sacramento to San Francisco's East Bay. There is no geographical connection.)

The defense attorney alleges that the prosecution was pinning numerous unsolved crimes on the accused, "clearing paper...struggling to link all these cases together and make them fit...it appears someone else is responsible for these crimes." One of the victims received a phone call one year later asking if they could be friends. Defendant and his mother insist that he is innocent.

I found it very interesting and very strange that when I was searching for the phrase "East Bay Rapist" in the national newspapers (and not just the local ones) how many stories throughout the years containing this phrase have appeared not just in local newspapers, or out of town, but also out of state - yet referring to this area. Also interesting that Sacramento's "East Area Rapist" began to strike down in SF's "East Bay." I've never heard of anyone using the phrase "north bay rapist" or "south bay rapist," but it's like for most of the Twentieth Century there's this perpetual boogeyman known as "The East Bay Rapist," not "an east bay rapist," or "another east bay rapist," or, "a new east bay rapist," but it's always like, "The," with a capital T.https://drive.google.com/file/d/1qu2QAn1453Prlx3h6kO2uj9OK5M2vl2n/view?usp=sharing
It's also interesting that these articles are often associated with calls to consolidate police power in multiple jurisdictions (which seemed to presage the "fusion centers" decades later):
"The best weapon you can have in these cases is some way of getting police departments to communicate with each other and to link similarities of any clues,'' said Brent Turvey, a Connecticut-based police consultant specializing in serial rapes and murders. ``And the sooner the better, especially in a case like this California rapist, because he seems to be the angry type who may want to kill soon instead of just rape.''
Cooperation is indeed the main tactic for now in the East Bay hunt. A task force was formed Thursday with investigators from police departments throughout the county, those in Berkeley, Oakland, Hayward, the University of California and BART. Officers from the state Department of Justice have also joined the effort, which was expanded from a sex crimes task force already begun earlier this summer, before the rapes began.
The number, the frequency, the unpredictability of these attacks have really brought up the fear factor,'' said Dunbar, head of the task force. And we want to do everything we can as a county to bring this to an end.''
